Sugar refining[edit]

The company was formed in 1921 from a merger of two rival sugar refiners: Henry Tate & Sons and Abram Lyle & Sons.[4]
Henry Tate established his business in 1859 in Liverpool, later expanding to Silvertown in East London.[4] He used his industrial fortune to found the Tate Institute in Silvertown in 1887 and the Tate Gallery in Pimlico, Central London in 1897. He endowed the gallery with his own collection of Pre-Raphaelite paintings.[5]
Abram Lyle, a cooper and shipowner, acquired an interest in a sugar refinery in 1865 in Greenock and then at Plaistow Wharf, West Silvertown, London.[4] The two companies had large factories nearby each other – Henry Tate in Silvertown and Abram Lyle at Plaistow Wharf – so prompting the merger. Prior to the merger, which occurred after they had died, the two men were bitter business rivals, although they had never met in person.[6] In 1949, the Company introduced its 'Mr Cube' brand, as part of a marketing campaign to help it fight a proposed nationalisation by the Labour government.[4]
Diversification[edit]
From 1973, British membership of the European Economic Community threatened Tate & Lyle's core business, with quotas imposed from Brussels favouring domestic sugar beet producers over imported cane refiners such as Tate & Lyle.[7] As a result, under the leadership of Saxon Tate (a direct descendent of Henry Tate), the company began to diversify into related fields of commodity trading, transport and engineering, and in 1976, it acquired competing cane sugar refiner Manbré & Garton.[7]
In 1976, the Company acquired a 33% stake (increased to 63% in 1988) in Amylum, a European starch-based manufacturing business.[4] The Liverpool sugar plant closed in 1981 and the Greenock plant closed in 1997.[8] In 1988, Tate & Lyle acquired a 90% stake in A. E. Staley, a US corn processing business. In 1998 it brought Haarmann & Reimer, a citric acid producer. In 2000 it acquired the remaining minorities of Amylum and A. E. Staley.[4]
In 2004, it established a joint venture with DuPont to manufacture a renewable 1,3-Propanediol that can be used to make Sorona (a substitute for nylon). This was its first major foray into bio-materials.[4] In 2005, DuPont Tate & Lyle BioProducts was created as a joint venture between DuPont and Tate & Lyle.[9] In 2006, it acquired Hycail, a small Dutch business, giving the company intellectual property and a pilot plant to manufacture Polylactic acid (PLA), another bio-plastic.[10] In October 2007, five European starch and alcohol plants, previously part of the European starch division knowns as Amylum group, were sold to Syral, a subsidiary of French sugar company Tereos.[11] Syral closed its Greenwich Peninsula plant in London in September 2009, and it was subsequently demolished.[12]

In February 2008, it was announced that Tate & Lyle granulated white cane sugar would be accredited as a Fairtrade product, with all the company's other retail products to follow in 2009.[13]
In April 2009, the United States International Trade Commission affirmed a ruling that Chinese manufacturers can make copycat versions of its Splenda product.[14]
Disposal of sugar refining business[edit]
In July 2010 the company announced the sale of its sugar refining business, including rights to use the Tate & Lyle brand name and Lyle's Golden Syrup, to American Sugar Refining for £211 million.[15] The sale included the Plaistow Wharf and Silvertown plants.[15]

In 2012, HarperCollins published The Sugar Girls, a work of narrative non-fiction based on the true stories of women who worked at Tate & Lyle's two factories in the East End of London from the 1940s to the 1960s.[16]

With many benefits as above, before converting to sugar cane the local farmers need to understand/know the risks of converting:
The first risk is to avoid converting too much from the beginning of the project. The factory will reach full capacity by the 2002/2003 harvesting season, so for the period from 1998 to 2002, the numbers of hectares convert to cane need to increase accordingly.
Second risk is related to the NATL’s complex payment system, with the first installment, approximately 75% of the total, would be made within 14 days of delivery and the rest would be made at the end of the season with adjustment for sugar content and market price. The local farmers seem too familiar with simple full payment upon delivery even though with lower price, many poor farmers can have enough cash for their daily life and no effected by adjustment with the old payment method.
With these analysis’s, the famers will have much more benefits, some related risks can be considered and controlled so I believe that they will convert to sugar cane.
_Question 4: Will the government support the project?_
The Vietnamese government will strongly support the project in term of both economic and large social benefits.
Economic benefits:
In 1990s Viet Nam was a poor country with a population nearly 80 million but low gross domestic product and low average annual per capita income. Agriculture still accounted for nearly half of the country’s income. With the investment in sugar industry, main economic benefits are clearly below:
Reduce deficit trade balance and foreign currency for import payment: in 1997 Vietnam consumed more than 700,000 tons of sugar (in which imported 340,000 tons) and the demand for sugar was strongly increased with economic development. Full capacity of the factory (900,000 tons) is expected to reach in 2003 so this domestic production could reduce trade import more than US$ 50 million every year (exhibit 8).
Net tax revenue: value-added tax’s effects from NATL would likely very small because the VAT was due and collected up to retail level. From Exhibit 8, NATL will pay more than US$ 6 million profit income tax per year from 2006, the government would lose about US$ 11 million in tariff revenue: the net loss is US$ 5 million per year. This is due to 30% tariff rate but in the long term when Viet Nam integrate WTO, sugar tariff rate will have to be reduced ( 15%, 10%) and profit income tax from NATL will increase from year to year so the net loss in tax revenue of the project will reduces to very small.

Industrial development: during 1990s, there were mainly inefficient “handicraft” mills in the north. New foreign investors: with open-door policy, Viet Nam government encourage foreign sponsors investing in many fields ( industry, service, education …), each successful company would provide a good example to other foreign investors, in terms of foreign investment, Vietnam is in as good a position as other Asian countries.
Considering many above benefits and other impacts of the project such as environmental impact (It would be legible because NATL develop Greenfield project, the mill was designed to beat the World Bank’s strict guidelines on air and water emissions), transportation benefit – $800,000 cost to upgrade, the Vietnamese government would expect NATL get successful business in Nghe An province and fully support the project.
